The state budget is one of the Legislature’s most important responsibilities because it determines how Massachusetts invests taxpayer dollars to support residents, communities, and essential public services.

The Commonwealth received additional revenue from the Fair Share surtax approved by Massachusetts voters in 2022, creating an opportunity to make targeted investments in areas that directly affect residents and communities.

Public transit workers across Massachusetts face increasing risks of workplace violence while performing essential duties that keep communities connected. Transit employees, including operators, station personnel, and other workers, have experienced assaults, threats, and incidents of harassment while serving the public.

Massachusetts faced significant fiscal challenges entering Fiscal Year 2026, including rising health care costs, housing affordability concerns, transportation infrastructure needs, and uncertainty surrounding future federal funding. At the same time, residents continued to face high costs for housing, childcare, education, food, and health care.

Massachusetts continues to face significant needs in both public transportation and public education. Aging transportation infrastructure, transit reliability challenges, local road and bridge maintenance needs, and workforce shortages have created demands for additional transportation investments across the Commonwealth.
