Massachusetts’ cannabis industry has grown significantly since voters approved adult-use cannabis legalization, creating the need for a regulatory framework that continues to evolve with a maturing market.

As the industry has developed, businesses, consumers, and regulators have identified challenges with the structure of the Cannabis Control Commission, licensing requirements, and certain restrictions that impact economic opportunity and market stability.

This legislation updates Massachusetts’ cannabis laws by strengthening oversight and accountability, supporting small business growth, improving regulatory clarity, and maintaining appropriate safeguards for public health and safety.

What Does the Bill Do?

• Restructures the Cannabis Control Commission into a three-member body and clarifies leadership responsibilities for the Chair and Executive Director.

• Creates a clearer accountability structure for the administration of cannabis regulations by making the commission more directly accountable to the Governor.

• Reduces unnecessary barriers for cannabis businesses by removing costly requirements and allowing businesses greater flexibility in their operations.

• Gradually increases the number of licenses a cannabis business owner may hold, encouraging investment and entrepreneurship.

• Allows medical marijuana operators to specialize in cultivation, manufacturing, or retail operations without being required to maintain all aspects of the supply chain.

• Increases the personal possession limit for adults from one ounce to two ounces of marijuana for recreational use.

• Directs the Cannabis Control Commission to study and make recommendations regarding the regulation of intoxicating hemp products.

• Updates cannabis regulations to support a stable, equitable, and responsible marketplace while maintaining public health and safety standards.

Why I Voted This Way

As Massachusetts’ cannabis industry continues to mature, our laws and regulations must keep pace with the realities of a changing marketplace. A responsible regulatory system should provide clear oversight, protect consumers, encourage economic opportunity, and allow legitimate businesses to operate effectively.

This legislation strengthens accountability within the Cannabis Control Commission while addressing challenges that have limited growth and created unnecessary barriers for businesses. Supporting entrepreneurship and a stable marketplace is especially important for small businesses and communities that were disproportionately impacted by previous cannabis enforcement policies.

At the same time, this bill maintains a focus on responsible regulation. Clear rules, strong oversight, and continued attention to public health and safety are essential as the industry continues to evolve.

I supported this legislation because it provides a balanced approach to cannabis policy: strengthening oversight, supporting economic opportunity, and modernizing regulations for a responsible and equitable industry in Massachusetts.
