What Problem Was This Bill Trying to Solve?

The Group Insurance Commission (GIC) provides health insurance coverage to hundreds of thousands of public employees, retirees, and their dependents across Massachusetts. Due to higher-than-anticipated health care utilization and pharmaceutical costs, additional funding was needed to ensure that the GIC could continue meeting its obligations without interruption.


This legislation provided the necessary funding to maintain health care coverage for public employees, retirees, and their families while ensuring that the Commonwealth continued to meet its commitments responsibly.


What Does the Bill Do?

  • Provides $300 million in FY26 general fund funding to support the Group Insurance Commission.

  • Ensures continued health insurance coverage for approximately 460,000 public employees, retirees, and dependents.

  • Addresses increased costs associated with health care utilization and prescription medications.

  • Prevents disruptions in coverage for individuals who receive health insurance through the GIC.

  • Allows the Commonwealth to continue meeting its obligations to public employees and retirees.

Why I Voted This Way

Providing reliable health care coverage to public employees, retirees, and their families is an important responsibility of the Commonwealth.


Teachers, first responders, public safety professionals, municipal employees, and state workers dedicate their careers to serving our communities. Ensuring that the health benefits they have earned remain secure is part of honoring that commitment.


At the same time, responsible budgeting requires that we address unexpected costs in a thoughtful and transparent way. This legislation provides the necessary funding to prevent disruption in health care coverage while maintaining the Commonwealth’s obligation to manage taxpayer resources responsibly.


I supported this legislation because it protects access to health care for hundreds of thousands of residents, supports the public employees who keep our communities running, and ensures that the Commonwealth meets its commitments in a responsible manner.
