Cities and towns across Massachusetts face ongoing challenges maintaining and repairing roads, bridges, sidewalks, and other transportation infrastructure. Aging infrastructure, increased traffic demands, and the impacts of climate change have created a growing need for reliable state investment in local transportation systems.
Municipalities rely heavily on state funding programs, including Chapter 90, to complete critical repairs and improvements. Without adequate funding, communities may struggle to address deteriorating roads, unsafe infrastructure conditions, and transportation challenges that affect residents’ daily lives.
This legislation provides significant new investments in local transportation infrastructure, helping cities and towns repair roads and bridges, improve safety, reduce congestion, and prepare infrastructure for future needs.
What Does the Bill Do?
Provides approximately $1.2 billion in transportation infrastructure funding for cities and towns across Massachusetts.
Authorizes $300 million for the Chapter 90 Program, representing a 50 percent increase over previous funding levels.
Distributes Chapter 90 funding through:
$200 million allocated to municipalities using the standard Chapter 90 funding formula.
$100 million allocated based on municipal road mileage.
Provides $500 million for the Lifecycle Asset Management Program (LAMP) to repair and maintain roads and bridges that are in poor condition.
Provides $200 million for a culvert and small bridge repair program to support the replacement and repair of local culverts and bridges under 20 feet.
Provides $185 million for transportation improvement projects, including:
Congestion reduction projects.
Shared-use paths.
Intersection improvements.
Railroad crossing improvements.
Sidewalk projects.
Uses state borrowing authority to support long-term transportation investments while maintaining fiscal responsibility.
Helps communities address infrastructure needs related to transportation safety, economic development, and climate resiliency.
