The state budget is one of the Legislature’s most important responsibilities because it determines how Massachusetts invests taxpayer dollars to support residents, communities, and essential public services.

Safe and reliable transportation infrastructure is essential to the daily lives of residents, businesses, and communities across Massachusetts. Cities and towns across the Commonwealth face ongoing challenges maintaining roads, bridges, and other transportation assets while also preparing infrastructure for the impacts of climate change and future growth.

On April 9, 2026, I rose for the first time on the House floor to speak on an issue I’ve lived, as a teacher, principal, and now legislator. Cell phones and social media are reshaping our schools. I’ve seen students coordinate fights in real time, classmates record each other at their worst moments, and teachers leave the profession after videos were taken out of context. Massachusetts’ cannabis industry has grown significantly since voters approved adult-use cannabis legalization, creating the need for a regulatory framework that continues to evolve with a maturing market.

Technology has transformed the way students communicate and learn, but it has also created new challenges for schools, families, and educators. Excessive cell phone use during the school day can contribute to distraction, reduced engagement, cyberbullying, and challenges in maintaining a focused learning environment.

This legislation provided the necessary funding to maintain health care coverage for public employees, retirees, and their families while ensuring that the Commonwealth continued to meet its commitments responsibly.
